1. NEW DEVELOPMENTS IN THE CARBON MARKET: AFTER CANCÚN
Although many institutions and governments tried to paint a rosy
picture of the UN climate negotiations in Cancun, the outcomes are
hardy to be applauded, with increased control given to International
Financial Institutions and a negotiating text that holds nothing but
voluntarily promises for reducing greenhouse gases. It is clear now
more than ever that international climate-policies theoretically aimed
to reduce dangerous emissions are not being created to stop climate
change but on the contrary, to expand the markets and thus, reinforce
the same structures and actors that took us to this critical point.
Outcomes of REDD+ in Cancun: a flawed plan for the world's remaining forests
Within the year between the UN Copenhagen climate negotiations in 2009
and the Cancún negotiations in 2010, the framework of the Reducing
Emissions from Deforestation and Degradation (REDD) mechanism advanced
from a bracketed text to a nearly established architecture depicting
the future of the forests. While, the Cancún text sets the foundation
for REDD+, it leaves several questions unanswered and many concerns
unaddressed.

Carbon Capture and Storage in the Clean Development Mechanism
The inclusion of Carbon Capture and Storage (CCS) in the UN's Clean
Development Mechanism (CDM) is a boon for the Middle East and North Sea
oil industries, which would use the scheme to subsidise the extraction
of even more oil from the ground.

Agriculture and the COP16 in Cancún: Turning farms into carbon sinks
Emissions targets related to land use, land use change and forestry
(known in the jargon as LULUCF) were not included in the Kyoto
Protocol, the international climate change treaty signed in 1997, but
played a central role in the latest round of UN climate negotiations in
Cancún.

When the World Bank gets busy, it usually spells bad news for people
and the planet. Cancun was no exception, with a flurry of new
climate-related initiatives. Chief amongst these was the Partnership
for Market Readiness (PMR), a new Fund which encourages the “scaling
up” of carbon trading in middle-income countries.

and demonstrates that far from saving the world’s forests, REDD may
destroy forests, threaten the survival of Indigenous Peoples and forest

Reader exposes how REDD is irremediably flawed, bankrolled by big
polluters, intrinsically linked to the carbon market and may result in
the largest land grab of all time.

Space for movement? Reflections from Bolivia on climate justice, social movements and the state
Could the World People’s Conference on Climate Change and the Rights of
Mother Earth (CMPCCC), called by Bolivia’s first indigenous president,
provide space for movements? Or was it a distraction to co-opt radical
demands? Following the CMPCCC in Cochabamba, April 2010, this booklet
reflects on the lessons from Bolivia and the role of movements in the
fight for climate justice.

Two Pluses Don't Make a Positive: REDD and agriculture by Oscar Reyes
Reducing Emissions from Deforestation and Degradation schemes could
favour large-scale farming and do considerable damage to the lives and
livelihoods of small farmers, who play a vital role in food
sovereignty. REDD “readiness plans” already include plantations and
perverse incentives for the conversion of forested land for export-led
agriculture. As such, REDD will not necessarily reduce deforestation,
but can be characterised as a form of “structural adjustment” programme
for land use.

As representatives of Indigenous peoples and communities already
suffering the immediate impacts of climate change, we express our
outrage and disgust at the agreements that have emerged from the COP16
talks. As was exposed in the Wikileaks climate scandal, the Cancun
Agreements are not the result of an informed and open consensus
process, but the consequence of an ongoing US diplomatic offensive of
backroom deals, arm-twisting and bribery that targeted nations in
opposition to the Copenhagen Accord during the months leading up to the
COP-16 talks.

A pesar que muchas instituciones y gobiernos han intentado pintar
con pintura rosa las negociaciones climáticas de la ONU en Cancún, los
resultados son apenas aplaudidos, dándole mayor control a la
Instituciones Financieras Internacionales y un texto de negociación con
tan sólo promesas voluntarias de reducción de gases de efecto
invernadero. Ahora más que nunca es claro que las políticas
internacionales del clima teóricamente destinados a reducir las
peligrosas emisiones no están siendo creadas para frenar el cambio
climático pero por el contrario, para expandir los mercados y por lo
tanto reforzar las mismas estructuras y actores que nos llevaron a ese
punto crítico.
Captura y Almacenamiento de Carbono en el Mecanismo de Desarrollo Limpio
La inclusión de la técnica de Captura y Almacenamiento de Carbono (CCS,
por sus siglas en inglés) en el Mecanismo de Desarrollo Limpio (MDL) de
las Naciones Unidas está en apogeo para las industrias petroleras del
Medio Oriente y el Mar del Norte, las cuales usarían el mecanismo para
subsidiar la extracción de inclusive más petróleo del suelo.

Los topes de emisiones relacionadas al uso de la tierra, cambio de uso
de la tierra y silvicultura’ (LULUCF, por sus siglas en inglés) no

Esta compilación de artículos le da una voz a la creciente resistencia
y demuestra que lejos de salvar los bosques del mundo, REDD podría
destruir los bosques, amenazar la supervivencia de los Pueblos
Indígenas y comunidades dependientes de los bosques y exacerbar la
crisis climática. No REDD! Una lectura crítica,

Desde comienzos del 2010, Carbon Trade Watch es un proyecto autónomo
con una oficina en Barcelona. Hemos creado una “asociación” oficial u
organización sin fines de lucro, el Colectivo de Investigación para la
Justicia Medioambiental, para así seguir adelante con el trabajo
desarrollado durante los últimos años.
Nuestros objetivos son los mismos: proporcionar investigación de
calidad que asegure que un análisis holístico y basado en la justicia
sobre el cambio climático y las políticas ambientales no sea olvidado o
comprometido; acompañar y apoyar a los movimientos y las comunidades en
sus iniciativas y luchas locales por la justicia ambiental y social; y
promover la educación popular, incluyendo materiales de multimedia y de
lectura accesibles para y por los jóvenes y mayores.
Agradecemos a todos/as los/as investigadores, aliados/as y amigos/as
que han estado involucrados/as con el proyecto en los últimos nueve
años y quienes han mantenido vivo el proyecto. Esperamos que los años
