TEN HUMBLE RECOMMENDATIONS
FOR A NEW ATHENS CHARTER

In recent years my work has been mainly concentrated on the search for new
‘weak models of urbanization,’ theoretical models that try to interpret the
social and functional conditions of the Twenty-first century. These conditions
are profoundly different from those of the previous century, but have not yet
been properly and globally interpreted.
It is not my intention to produce a unitary model of the modern market
civilization’s city, but rather to make a contribution to a different interpretation
of it, still too bound to the centrality of architecture. Le Corbusier’s Athens
Charter of 1933 was never implemented, but it was a useful mental model
for interpreting the ‘industrial city’ —a city consisting of specialized zoning
(residential, leisure, production, traffic, old city centers), serving a single
specialized function, separated like the teeth of a gear, though each maintaining
its own autonomy.
The Twentieth-century city always assumed the presence of a ‘perimeter,’
a ‘boundary,’ a ‘threshold’ that separated it from a politically different world,
from the agricultural world, or from pre-industrial culture. These limits have
now gone and, as philosophers say, we live in a world that ‘no longer has an
exterior’; a globalized world where states are ever weaker and society has
become a ‘multitude’; a world where architecture and agriculture merge,
where capitalism and socialism co-exist, where technology and the sacred are
a single thing.
So it is a world where the category of the ‘infinite’ (as Erwin Panofsky
wrote) is the only possible symbolic form. An ‘opaque, ambiguous form, free
of any external image’; an ‘infinite’ that must exist in our mind, in our psyche,
before existing in reality: mind and psyche are the only possible territories for
a re-founding of architecture.

PARA UNA NUEVA CARTA DE ATENAS
Recientemente mi trabajo se ha concentrado principalmente en la búsqueda
de nuevos ‘modelos de urbanización débil’, modelos teóricos que tratan de
interpretar las condiciones sociales y funcionales del siglo veintiuno. Estas
condiciones son profundamente distintas a las del siglo previo, pero aún no
han sido interpretadas debida y globalmente.
No es mi intención producir un modelo unitario para la ciudad de la
sociedad de mercado moderna, sino hacer una contribución a sus diversas
interpretaciones, aún demasiado ligadas a la centralidad de la arquitectura. La
Carta de Atenas redactada en 1933 por Le Corbusier nunca fue implementada,
pero fue un modelo teórico útil para interpretar la ‘ciudad industrial’, una ciudad
que consiste en zonificaciones especializadas (residencia, ocio, producción,
tráfico, centro histórico), sirviendo a un único propósito, separadas como los
dientes de un engranaje, pero manteniendo cada una su propia autonomía.
La ciudad del siglo veintiuno siempre ha asumido la presencia de un
‘perímetro’, un ‘límite’, y un ‘umbral’, que la separa de un mundo políticamente
diferente, del mundo de la agricultura o bien de la cultura preindustrial. Estos
límites han desaparecido y, como dicen los filósofos, vivimos en un mundo
que ‘ya no tiene un exterior’; un mundo globalizado donde los estados son
cada vez más débiles y las sociedades se han convertido en ‘multitudes’; un
mundo donde arquitectura y agricultura se funden, donde capitalismo y
socialismo coexisten, donde la tecnología y lo sagrado son una misma cosa.
Es entonces un mundo donde la categoría del ‘infinito’ (como escribió
Erwin Panofsky) solo es posible de una manera simbólica. Una ‘forma opaca,
ambigua, libre de cualquier imagen externa’; un ‘infinito’ que debe existir en
nuestra mente, en nuestra psiquis, antes de existir en la realidad; mente y
psiquis son los únicos territorios posibles para refundar la arquitectura.

So the aim of a New Athens Charter is not the city of the future, but rather
the city of the present, with all its limits and contradictions; a city that must
be constantly ‘rethought, readapted, and re-planned’ in search of temporary
balances. A city that corresponds to our ‘reformist society,’ free from any
unitary reference model, that must every day produce new laws, new statutes,
and new rules to positively manage its own permanent state of crisis.

Entonces el propósito de una Nueva Carta de Atenas no es la ciudad del
futuro, sino la ciudad del presente con todos sus límites y contradicciones.
Una ciudad que debe ser constantemente ‘repensada, readaptada y replanteada’
en la búsqueda de balances temporales. Una ciudad que corresponde a nuestra
‘sociedad reformista’, libre de cualquier modelo de referencia unitario, que
cada día debe producir nuevas leyes, nuevos estatutos, y nuevas reglas para
manejar positivamente su permanente estado de crisis.

Consider the city as a ‘high-tech favelas’; avoid
rigid and definitive solutions and favor reversible,
incomplete, imperfect systems that allow the urban
space to be constantly adapted to new unexpected
and unplanned activities.
SECON D RECOMM EN DATION
Consider the city as a ‘personal computer every
twenty square meters’; avoid the identification of form
and function, specific types, rigid systems, armored
perimeters; create areas similar to functionoids that can
host every activity in every place, changing function in
real time.

Considerar la ciudad como una favela high-tech;
evadiendo soluciones definitivas y rígidas en favor
de sistemas reversibles, incompletos, e imperfectos
que permitan al espacio urbano ser adaptado
constantemente a nuevas actividades, esperadas
e inesperadas.
S eg u n da r ecomendación
Considerar la ciudad como un ‘computador personal
cada veinte metros cuadrados’; evitando la identificación
de forma y función, de tipos especializados, de sistemas
rígidos, de perímetros armados; crear áreas similares a
‘funcionoides’ que puedan acoger cualquier actividad
en cualquier lugar, cambiando su función en tiempo
real.

Consider the city as a place of ‘cosmic hospitality’:
encourage ‘planetary coexistence’ between man
and animals, technology and divinities, living and
dead, as in the Indian metropolis; cities that are less
anthropocentric and more open to biodiversity, to the
sacred, and to human beauty.
F OURTH RECOM MEN DATION
Consider new models of ‘weak urbanization’; imagine
permeable districts between city and country, hybrid
semi-urban and semi-agricultural places; productive
and hospitable areas that follow the changing of the
seasons and climate, creating conditions of widespread
and reversible livability.

Considerar la ciudad como un lugar de ‘hospitalidad
cósmica’; promoviendo la ‘coexistencia planetaria’
entre hombres y animales, tecnologías y divinidades,
vivos y muertos, tal como ocurre en las metrópolis de
la india; ciudades que son menos antropocéntricas
y más abiertas a la biodiversidad, a lo sagrado, y a la
belleza humana.
C ua rta recomendac ión
Considerar nuevos modelos de ‘urbanización débil’;
imaginar distritos permeables entre ciudad y campo,
híbridos semiurbanos y lugares semiagrícolas; áreas
productivas y hospitalarias que sigan el cambio de
las estaciones y el clima, creando condiciones de vida
amplias y reversibles.

Consider blurred and accessible confines and
foundations; create organisms with an uncertain
perimeter, within an urban fabric where the difference
between interior and exterior, public and private
disappears, creating an integrated district without
functional specializations.

Design ‘light, temporary, reversible infrastructure’;
build roads, bridges, connections with non-rigid, nondefinitive, removable logistical systems that leave no
trace on the ground and adapt to the change of local
needs over time.

reversibles’; construir calles, puentes, conexiones
con sistemas logísticos, no rígidos, no definitivos,
removibles, que no dejen huella en el suelo y que se
adapten a los cambios y a las necesidades locales a
través del tiempo.

Consider the city as being ‘micro conditioned all-full’;
interpret the city as a place where architecture is
not a ‘visual’ presence, but a ‘sensorial, experiential,
immaterial’ reality; a place of computer relations and
virtual economies; an anthropological area in constant
renewal, movement, replacement.

Consider the big transformations as the ‘result of
micro operations’; interpret urban quality as the
result of the semiosphere made up of domestic
objects, tools, services, goods, people; like Mohamed
Yunus’s microcredit, you have to go into the domestic
economies and interstices of everyday life.

acondicionada’; interpretar la ciudad como un
lugar donde la arquitectura no es una presencia
‘visual’ sino una realidad ‘sensorial, experimental,
inmaterial’; un lugar de relaciones computacionales
y economías virtuales; un área antropológica en
constante renovación, movimiento y reemplazo.

Considerar a las grandes transformaciones como el
‘resultado de micro operaciones’; interpretar calidad
urbana como el resultado de semiósferas hechas de
objetos domésticos, herramientas, servicios, bienes,
personas; como los microcréditos de mohamed yunus,
hay que moverse hacia las economías domésticas y a
los intersticios de la vida diaria.

Consider the city as a ‘genetic laboratory’: interpret
the city as a ‘factory of life’; place of genome exchanges,
sexual experiences, development of one’s own gene;
cities of humans, bodies, flows of sperm, births,
and deaths.

Consider the city as ‘living plankton’; interpret the
city as a ‘bio-technological’ system, in constant
transformation, that produces economy and culture as
a spontaneous effect of its own expansive energy.

Considerar la ciudad como ‘un laboratorio genético’;
interpretar la ciudad como una fábrica de vida, como
un lugar de intercambios de genoma, de experiencia
sexuales, de desarrollo de los propios genes; una ciudad
de humanos, cuerpos, flujos de esperma, nacimientos,
y muertes.
