ELEMENTOS COMUNES DEL PROYECTO AYSEN Y DEL ESPACIO ULTRATERRESTRE
Los acontecimientos actuales en Chile en relación con el proyecto de la construcción de una hidroeléctrica en la región chilena de la Patagonia, y
el uso comercial del espacio ultraterrestre, aunque se piense que son temas diferentes, en nuestra opinión tienen una importante similitud en
términos de necesarias futuras consideraciones.
Conceptos económicos actuales tales como “crecimiento de un país”, “globalización”, “país desarrollado”, “país tercermundista”, que pertenecen
al área de la economía, tienen una interpretación fundada cuando son utilizados en relación a las prácticas económicas mundiales actuales.
Además, están regulados, en principio, por el marco legal donde los gobiernos deben aplicar sus políticas económicas, pero ¿ofrecen estas
interpretaciones actuales de los conceptos económicos mencionados con anterioridad, una base realista con la que responder al futuro económico
y a las necesidades legales de la civilización? ¿Responderán el proyecto chileno hidroeléctrico y la legislación actual del espacio ultraterrestre a
las necesidades socio-económicas y legales para así regular el desarrollo frecuentemente incontrolado del mundo comercialmente globalizado en
el futuro?
Invitamos al señor Joseph Stiglitz, premio Nóbel de economía del año 2001 y a otros premios Nóbel a considerar nuestra propuesta.
COMMON ELEMENTS OF THE AYSEN PROJECT AND OUTER SPACE
The current events in Chile in relation to the hydroelectric project intended to be built in the Chilean region of Patagonia and the commercial use
of outer space, although thought of as different issues, in our opinion, have an important similarity in terms of future necessary considerations.
The current economic concepts such as “growth of a country”; “globalisation”; “developed country”; “third world country”; that are related to
the realm of economics may have a value based interpretation when being used in relation to current economic world practices. They are also
regulated, in principle, through the legal framework under which governments must apply their economic policies, but do current interpretations
of the mentioned economics concepts above provide a realistic base from which to respond to the future economic and legal needs of
civilization? Will the Hydroelectric Chilean project and the current outer space legislation respond to the socio economic and legal needs in
order to regulate the often uncontrolled development of the commercial globalized world of the future?
We would like to invite Mr. Joseph Stiglitz winner of the Nobel Prize for Economics 2001 and other Nobel Prizes to consider our proposition.
