CHILD SAFEGUARDING
Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young
people. In the overseas context all posts are considered to be level 3.
As part of these responsibilities the post hold will support the establishment of child safeguarding systems, promote a
culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of
how we do our work) is identified and addressed on an ongoing basis. Report and respond to interventions as
determined by your position and responsibilities identified in the Child Safeguarding Policy.
INTRODUCTION
Save the Children is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and
development work. This is the only way we will be able to ensure that some of the fundamental rights that we believe
children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a
commitment to work with children through humanitarian interventions Save the Children will support programmes
in both sudden onset and chronic emergency situations.
Between 1 January 2007 and 25 February 2016, a total of 52 countries and territories have reported autochthonous
(local) transmission of Zika virus1, including those where the outbreak is now over and countries and territories that
provided indirect evidence of local transmission.
In May 2015, the first confirmed Zika virus infection was identified in Brazil and at present virus transmission is
occurring in 23 countries and territories in South, Central America and the Caribbean – also found in countries
outside this region. In January 2016, DR’s Ministry of Health issued an alert after confirming several cases of Zika
virus infection in the country. According to the DR MoH, 5,180 suspected cases of Zika virus infection (of 942
pregnant women)2 have been notified during the week of September 18, 2016.
In response to the growing concern over the effects of the virus on the population’s health, Save the Children will be
implementing the USAID-funded Community Action on Zika (CAZ) project in Colombia, Dominican Republic, El
Salvador, Honduras, and Nicaragua. The project seeks to reduce Zika transmission and minimize the risk of Zikarelated microcephaly and other neurological disorders among the most vulnerable, through community-based
prevention strategies. The advertised position will be based in Dominican Republic and will be in charge of
implementing the proposed activities in-country.
ROLE
The Project Coordinator will take the lead in managing the response to the Zika Outbreak in DR. S/he will be
responsible for the overall project management, supervision, administration, and implementation as well as provide
strategic and operational leadership to develop, implement, monitor and evaluate an integrated development project.
The post holder will also support fundraising, recruitment and procurement, and will be expected to mentor and/or
build capacity of project staff. S/he will work in close collaboration with the surge team in place at the Regional Office
(RO – Team Leader/Health and WaSH advisors). The Project Coordinator will provide overall management and

oversight of sub grantees and/or sub-contractors. S/he will liaise closely with relevant ministries of the Government
of the Dominican Republic, local government authorities, community leaders, other and NGOs, private industry, and
other key stakeholders.
MAIN RESPONSIBILITIES







Conduct needs assessment and key evaluations of response.
Working with the PDQA Manager, Field Officers and Programme Managers to develop emergency response
plans responding to the Zika outbreak and contributing to Save the Children’s DR response strategy.
Working closely with the PDQA Manager, Field Directors and Programme Managers, identify Zika response
interventions.
Coordinate and collaborate between partners and all stakeholders on risk communication messaging and
community engagement for Zika prevention and treatment.
Working closely with the PDQA Manager, Field Officers and Programme Managers support fundraising for
the DR Zika Response.
Working closely with the PDQA Manager, Field Officers and Programme Managers integrate Zika response
actions (communication and knowledge packs, disseminate targeted risk communication messages and
material, training of community members and health care workers on Zika prevention) into existing SC DR
programmes.
Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere
Standards.

QUALIFICATIONS AND EXPERIENCE

Required
 Significant management experience working in an emergency response contexts or fragile states, including in
health and WaSH programmes;
 Previous experience in managing USAID-funded projects;
 Previous first phase emergency response experience;
 Health professional with Masters in Public Health, WaSH, or other health-related, epidemiological/humanitarian,
or equivalent field experience;
 Previous experience of managing a team;
 Previous experience of project management;
 Experience of and commitment to working through systems of community participation and accountability;
 Demonstrated monitoring and evaluation skills;
 Proven capacity supervise, train, and coach staff;
 Experience of representation and ability to represent SC effectively in external fora;
 Ability to write clear and well-argued assessment and project reports;
 Excellent communication skills;
 Strong influencing skills and experience in advocacy;
 Politically and culturally sensitive with qualities of patience, tact and diplomacy;
 The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure
working circumstances;
 Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child
focus and an ability to ensure this continues to underpin our support;
 Fluency in both English and Spanish is mandatory.
