What does “AFFORDABLE RENTAL” housing mean? The Latino Economic Development Center (LEDC) Affordable Housing Preservation Program presents: A TENANT’S GUIDE TO AFFORDABLE LOW-INCOME HOUSING TAX CREDITS (LIHTC) Often, the term “affordable rental” housing means that a rental property receives some kind of government subsidy to keep rents low enough that low-income residents can afford them. This subsidy can be used for buying and renovating old buildings, or constructing new buildings. LIHTC_Questions_Bilingual Brochure.pub What are “Low-Income Housing Tax Credits”? Low-Income Housing Tax Credits are one form of subsidy for affordable rental housing. Investors get tax breaks from the government in exchange for investing in affordable rental buildings. The apartments then have limits on how much monthly rent can be charged. Some things to remember: Usually, to qualify to live in a tax credit apartment, tenants must earn below 60% of the Area Median Income ($55,920 for a family of 3). While Tax Credits may keep rents lower than market value for a newly renovated building, they make the building exempt from rent control. Properties operate under tax credit guidelines for 15 year periods (can be consecutive). Once the period(s) are over, rent control laws will once again apply if they were present before the property was converted. The DC Housing Finance Agency (HFA) oversees the condition, management, and finances of all tax credit properties on a yearly basis. Any issues related to these topics should be addressed to the HFA. When/how can rents be increased at tax credit property? Tenants can ONLY receive a rent increase when they undergo a recertification to continue living at the property. Rent increases can only be done once a year and the increase can not exceed 10% of your current rent. Your rent can not be increased to exceed the city rent limit for your apartment type (outlined in the previous page). The rent limit for your apartment type at your building/apartment complex could possibly be LESS than the citywide limit, but NEVER more. ¿Que significa la “RENTA AL ALCANCE”? Este subsidio se puede utilizar para comprar y renovar edificios viejos o construir nuevos edificios. ¿Que son “Créditos de Impuestos Para Proyectos de Vivienda al Alcance”? Este es un subsidio para edificios de renta. Los inversionistas reciben descuentos en sus impuestos a cambio de invertir dinero en edificios de renta para personas de bajos ingresos. Estos edificios luego tienen limites en cuanto pueden cobrar de renta mensual. Si tiene algún problema con cualquiera de estos temas, debería reportarlo al HFA. ¿Cuando/como pueden aumentar las rentas en una propiedad con créditos de impuestos? Inquilinos SOLAMENTE pueden recibir un aumento cuando recertifican para seguir viviendo en la propiedad La renta solo puede aumentar una vez al año, y el incremento no puede ser mas de 10% de la renta actual Su renta no puede ser aumentada para exceder la renta máxima (delineada en la pagina anterior) en DC para el tipo de apartamento en la cual usted vive. La cantidad máxima que pueden cobrar de renta por su tipo de apartamento en su edifico puede posiblemente ser MENOS de la cantidad máxima en la ciudad, pero NUNCA puede ser mas.
