PARISH PASTORAL COUNCIL (PPC)
WHAT IS IT?
I.
RATIONALE OF PARISH PASTORAL COUNCIL
In the Gospel of Mark, Christ himself makes the following command: “Go into the whole world and
proclaim the Good News to all creation” (Mark 16:15). This command of Christ has inspired countless
men and women throughout the Church’s history to give themselves to the work of spreading the Good
News.
The Second Vatican Council has repeated and renewed this mandate of the Lord, calling all members of
the Church to involve their selves in witnessing the Gospel. As part of its renewal to the Church, the
Council called for a number of new structures to promote active involvement and collaboration in the
mission and life of the Church.
After the Council, a new structure was proposed by the Church to call forth in an orderly fashion the
insights and cooperation of persons at the level of the local community. The structure is the Parish
Pastoral Council.
The RATIONALE for the Parish Pastoral Council may be found in the Council’s Dogmatic Constitution of
the Church: “By reason of the knowledge, competence or pre-eminence which they have, the laity are
empowered indeed, sometimes obliged to manifest their opinion on those things which pertain to the
good of the Church. If the occasion should arise this should be done through the institutions established
by the Church for that purpose and always with truth, courage and prudence and with reverence and
charity towards those who, by reason of their office represent the person of Christ”.
Pope St. John Paul II, in his document “At the Beginning of Third Millennium” states that “the Church of
the third millennium will need to encourage all the baptized and confirmed to be aware of their active
responsibility in the Church’s life”.
Parish Pastoral Council therefore, is a structure of participation where the shared responsibility for the
mission of the Church and the genuine equality and action of all the baptized is both encourage and
sustained in the life of the parish.
The Code of Canon Law, # 536, states: “After the Diocesan Bishop has listened to the Presbyteral Council
and he judges it opportune, a Pastoral Council is to be established in each parish; the pastor presides
over it, and through it, the Christian faithful along with those who share in the pastoral care of the
parish in virtue of their help in fostering pastoral activity. This Pastoral Council possesses a consultative
vote only and is governed by norms determined by the Diocesan Bishop”.
The Pastoral Manual of the Diocese of Corpus Christi, page A-3, B, states: “The Second Synod of the
Diocese of Corpus Christi recommends 'that every parish establish a functioning and active Parish

Council which reflects the Pastor’s role of leading the parish community in the name of the bishop and
the parishioners’ duty to assume their responsibilities for working with the pastor in the furtherance of
the total mission of the parish'."
II.
NATURE AND PURPOSE OF PARISH PASTORAL COUNCIL
Following the thought and intent of Canon 536 and the vision of the Diocese, Parish Pastoral Council is
therefore both a representative and consultative body with the primary purpose of fostering pastoral
activity in the parish under the direction of the Pastor. The Parish Pastoral Council works in cooperation
with the Pastor to seek the authentic good of the parish.
In more concrete terms, Parish Pastoral Council assists the Pastor in his leadership role of planning,
organizing, initiating, promoting, coordinating and reviewing plans and endeavors as they are related to
the life and mission of the parish.
Again quoting the Pastoral Manual of the Diocese of Corpus Christi, it has the following words: “The
Council is to be representative body of the faithful, whose focus is on the whole of the community,
representing its needs and aspirations; by coming together regularly in a spirit of pastoral cooperation,
the council contributes to the unity of the whole parish community and supports the pastor in the
pursuit of the mission of the Church” (page A-3, F).
III.
MEMBERSHIP
The Parish Pastoral Council, being a representative body, should reflect Parish membership.
Membership should be inclusive of the demographic realities of the parish community. This does not
mean that members represent a particular constituency, but rather that the council should reflect the
diversity of the Parish.
In concrete, the Parish Pastoral Council shall be composed of the ex-officio members, the elected
members and the appointed members.
The Ex-officio members shall be composed of the pastor, parochial vicars, and the assigned permanent
deacons. The elected members shall be those who are chosen and voted upon by the parishioners in a
Parish Assembly; while the appointed members are those parishioners who shall be appointed by the
pastor.
As stated in the Diocesan Pastoral Manual, (page A-5, J), the pastor may supplement the council by
appointing other members for balanced representation of the parishioners and that the number of the
appointed members does not exceed 1/3 of the total number of members.

Therefore, aside from the ex-officio members, there shall be six (6) elected members and three (3)
appointed members in the Parish Pastoral Council.
The Diocesan Pastoral Manual outlines the following requirements in order to serve as members of the
council (page A-4, H). Members of a Parish Pastoral Council in the Diocese of Corpus Christi:

Be registered only in the parish where the individual will serve.
Have demonstrated a commitment to the Parish community.
Be in full communion with the Catholic Church and be a practicing catholic.
Commit their selves to spiritual growth.
Commit themselves to continuing development as Christian leaders.
Be willing to commit the necessary time and energy to offer effective consultation.
The term of office for both the elected and appointed members shall be three years, with possibility of
reelection or reappointment. Members may only serve two consecutive terms.
IV.
SCOPE AND AUTHORITY
As a consultative Body, the Parish Pastoral council is responsible to the Pastor, assisting and supporting
him in his leadership role. It recognizes the varied gifts of the Parish members and invites them to an
active participation in the life and mission of the parish.
The Parish Pastoral Council should be an important means by which the pastor will hear the voice,
sentiments and dreams of the parish. Through the deliberations and consultation with the Pastor, the
Parish Pastoral Council helps to unite the Pastor and the Parishioners. Together they discern the
pastoral needs of the parish and ways in which those needs can be addressed.
When the Parish becomes vacant (without a pastor) the Parish Pastoral Council ceases until a new
pastor or administrator convenes a council.
V.
SELECTION PROCESS OF PARISH PASTORAL COUNCIL MEMBERS (Timeline)
A. FIRST PHASE: Weeks 1-4: Information Campaign/publicity
(January 11, 18, 25, February 1, 2015)
For four consecutive Sundays, announcement about the plan of creating and organizing a Parish Pastoral
Council are made during Sunday Masses, together with inserts in the Sunday Bulletin, that explain the
whole rationale, nature and purpose of a Parish Pastoral Council, and the whole process and procedural
rules to be observed in the selection of members.
B. SECOND PHASE: Week 5: Nomination
(February 8, 2015)

At all Masses on one week end, Nomination Forms are distributed to everyone present along with pens
to be used in filling them out. Parishioners are encouraged to fill the form during the announcement
period. They shall nominate as many as six (6) persons/names. And before the parishioners leave the
ushers collect the forms the way they would at the collection.
Members of the steering committee shall be present at the back of the Church to assist parishioners.
C. THIRD PHASE: Week 6-7: Invitation and discernment
(February 15 and 22, 2015)
The Steering committee formed by the Pastor, collects the forms and reviews the results with him.
Anyone who got two votes shall be considered and included in the LIST OF NOMINEES. All those
included in the List of Nominees shall be informed right away by their nomination, and he/she can either
accept or reject the nomination. All those who accepted the nomination shall be invited to attend the
PARISH ASSEMBLY.
Side by side with this, aids of discernment shall be provided to the parishioners in making an informed
vote for the final six (6) elected members of the Council. This shall include information about the
experiences and background of all the nominees. An insert containing some basic information about the
candidates shall be provided in the Bulletin.
D. FOURTH PHASE: Week 8: Parish Assembly
(March 1, 2015)
The Parish Assembly shall have a two-fold function: FIRST, it shall be the venue and forum where all
those who accepted the nomination, together with all parishioners present, will be given a session
design to explain the role and purpose of the Parish Pastoral Council; and SECOND, it is in this Parish
Assembly where the act of voting shall take place in selecting the final six (6) elected members of the
Council.
E. FIFTH PHASE: Week 8: Rite of Commissioning
(March 8, 2015)
The Rite of Commissioning of the members of the Parish Pastoral Council is to be conducted by the
Pastor at the Sunday Mass after the Parish Assembly. This will also serve as commissioning of all the
other members of Parish Organizations and ministries.

CONSILIO PASTORAL PARROQUIAL (PPC)
QUÉ ES?
I. FUNDAMENTOS DEL CONCILIO PASTORAL PARROQUIAL
En el Santo Evangelio de san Marcos, Cristo mismo hace el siguiente mandato: "Vayan por todo el
mundo y proclamad la Buena Nueva a toda la creación" (Marcos 16:15). Este mandato de Cristo ha
inspirado a innumerables hombres y mujeres a lo largo de la historia de la Iglesia para darse a la labor de
la difusión de la Buena Nueva.
El Concilio del Segundo Vaticano ha repetido y renovó el mandato del Señor, llamando a todos los
miembros de la Iglesia para involucrar a sí mismos en el testigo y testimonio del Evangelio. Como parte
de su renovación a la Iglesia, el Concilio pidió una serie de nuevas estructuras para promover la
participación activa y la colaboración en la misión y la vida de la Iglesia.
Después del Concilio, una nueva estructura fue propuesta por la Iglesia para suscitar de manera
ordenada las ideas y la cooperación de las personas a nivel de la comunidad local. La estructura es el
Concilio Pastoral Parroquial.
La justificación para el Concilio Pastoral Parroquial se puede encontrar en la Constitución Dogmática del
Concilio de la Iglesia: "En razón de los conocimientos, competencias o preeminencia que tienen, los
laicos están facultados de hecho, a veces obligado a manifestar su opinión sobre las cosas que pertenece
al bien de la Iglesia. Si la ocasión ocurre, será a través de las instituciones establecidas por la Iglesia para
tal fin y siempre con la verdad; el valor y prudencia; y con reverencia y caridad hacia aquellos que, por
razón de su cargo, representa al mismo Cristo. "
Papa Santo San Juan Pablo II, en su documento "Al Principio de Tercer Milenio," afirma que "La Iglesia
del Tercer Milenio anime a todos los bautizados y confirmados a tomar conciencia de la propia
responsabilidad en la vida activa de la Iglesia".
Por lo tanto, el Concilio Pastoral Parroquial es una estructura de participación en la responsabilidad
compartida de la misión de la Iglesia y de la igualdad real y la acción de todos los bautizados es a la vez
fomentada y sostenida en la vida de la parroquia.
El Código del Canónico Derecho, # 536, establece lo siguiente: "Después de que el Obispo Diocesano ha
escuchado al Concilio Presbiteral y lo juzga oportuno, un Concilio Pastoral se va a establecer en cada
parroquia; el pastor preside, ya través de ella, los fieles cristianos, junto con aquellos que comparten en
el cuidado pastoral de la parroquia en virtud de su ayuda en la promoción de la actividad pastoralmente.
Este Concilio Pastoral tiene sólo voto consultivo y se rige por las normas determinadas por el Obispo
Diocesano."

El Manual Pastoral de la Diócesis de Corpus Christi, en la página A-3, B, afirma: "El segundo Sínodo de la
Diócesis de Corpus Christi recomienda 'que cada parroquia establece un funcionamiento y el Concilio
Parroquial activo de desempeñar el papel del pastor de dirigir la comunidad parroquial en el nombre
del obispo y de los feligreses de asumir sus responsabilidades para trabajar con el pastor en la
consecución de la misión total de la parroquia."
II. NATURALEZA Y FINALIDAD DEL CONCILIO PASTORAL PARROQUIAL
Siguiendo el pensamiento y la intención de Canon 536 y la visión de la Diócesis, el Concilio Pastoral
Parroquial, por tanto, es a la vez un órgano de representación y de consulta con el objetivo principal de
fomentar la actividad pastoral en la parroquia, bajo la dirección del Pastor. El Concilio Pastoral
Parroquial trabaja en cooperación con el Pastor de buscar el bien auténtico de la parroquia.
En términos más concretos, el Concilio Pastoral Parroquial asiste al pastor en su papel de líder de la
planificación, organización, iniciar, promover, coordinar y revisar los planes y esfuerzos, ya que están
relacionados con la vida y misión de la parroquia.
Una vez más, citando el Manual de Pastoral de la Diócesis de Corpus Christi, tiene las siguientes
palabras: "El Concilio es ser órgano de representación de los fieles, cuyo enfoque está en el conjunto de
la comunidad, representando a sus necesidades y aspiraciones; al reunirse regularmente en un espíritu
de cooperación pastoral, el Concilio contribuye a la unidad de toda la comunidad parroquial y apoya al
pastor en la consecución de la misión de la Iglesia "(página A-3, F).
III. MIEMBROS
El Concilio Pastoral Parroquial, siendo un órgano de representación, deberá reflejar la membresía de la
Parroquia. La membresía debe ser inclusiva de las realidades demográficas de la comunidad parroquial.
Esto no quiere decir que los miembros representan una circunscripción concreta, sino más bien que el
Concilio debe reflejar la diversidad de la Parroquia.
En concreto, el Concilio Pastoral Parroquial estará compuesto por los miembros ex ofició, los miembros
electos y los miembros nombrados.
Los miembros ex-oficio estarán integrados por el pastor, vicarios parroquiales, y los diáconos
permanentes asignadas. Los miembros elegidos serán los elegidos y votado por los feligreses en una
Asamblea Parroquial; mientras que los miembros designados son aquellos feligreses que serán
designados por el pastor.
Como se indica en el Manual Diocesano Pastoral, (página A-5, J), el pastor puede complementar el
Concilio mediante el nombramiento de otros miembros de una representación equilibrada de los

feligreses y que el número de los miembros designados no exceda un tercio del total número de
miembros.
Por lo tanto, aparte de los miembros ex-oficio, habrá seis miembros (6) elegidos y tres (3) miembros
nombrados en el Concilio Pastoral Parroquial.
El Manual Diocesano Pastoral describe los siguientes requisitos con el fin de servir como miembros del
Concilio (página A-4, H). Los miembros de un Concilio Pastoral de la Parroquia de la Diócesis de Corpus
Christi:
a. Estar registrado sólo en la parroquia donde la persona va a servir.
b. Han demostrado un compromiso con la comunidad parroquial.
c. Estar en comunión plena con la Iglesia católica y ser un católico practicante.
d. Comprometerse su ser para el crecimiento espiritual.
e. Comprometerse al desarrollo como líderes cristianos de continuar.
f. Esté dispuesto a dedicar el tiempo y la energía necesarios para ofrecer una consulta efectiva.
La duración del mandato, tanto para los miembros elegidos y nombrados será de tres años, con
posibilidad de reelección o nuevo nombramiento. Los miembros sólo pueden servir a dos mandatos
consecutivos.
IV. ALCANCE Y LA AUTORIDAD
Como órgano consultivo, el Concilio Pastoral Parroquial es responsable ante el Pastor, asistiendo y
apoyándolo en su papel de liderazgo. Reconoce los diversos dones de los miembros de la parroquia y los
invita a una participación activa en la vida y misión de la parroquia.
El Concilio Pastoral Parroquial debe ser un medio importante por el cual el pastor oirá la voz, los
sentimientos y los sueños de la parroquia. A través de las deliberaciones y consultas con el Pastor, el
Concilio Pastoral Parroquial ayuda a unir el pastor y los feligreses. Juntos se disciernen las necesidades
pastorales de la parroquia y las formas en que esas necesidades se pueden abordar.
Cuando la parroquia queda vacante (sin pastor), el Concilio Pastoral Parroquial cesa hasta que un nuevo
pastor o administrador convoca un Concilio.
V. PROCESO DE SELECCIÓN DE PASTORAL PARROQUIAL MIEMBROS DEL CONCILIO (Línea de
tiempo)
A. PRIMERA FASE: Semanas 1-4: Campaña de información / publicidad
(11 de enero, 18, 25, 01 de febrero 2015)

Durante cuatro domingos consecutivos, anuncio sobre el plan de la creación y organización de un
Concilio Pastoral Parroquial se hacen durante las misas dominicales, junto con inserciones en el Boletín
de Domingo, que explican la razón de todo, la naturaleza y el propósito de un Concilio Pastoral
Parroquial, y todo el proceso y las normas de procedimiento que deben observarse en la selección de los
miembros.
B. SEGUNDA FASE: Semana 5: Nombramiento
(8 de febrero de 2015)
En todas las Misas de un fin de semana, las formas de nominación se distribuyen a todos los presentes,
junto con plumas que se utilizará en llenarlos. Se anima a los feligreses que rellenar el formulario
durante el periodo de anuncio. Deberán designar un máximo de seis (6) personas / nombres. Y antes de
que los feligreses salen los ujieres recogen las formas de la manera que lo harían en la colección.
Los miembros del comité de dirección deberán estar presentes en la parte posterior de la Iglesia para
ayudar a los feligreses.
C. TERCERA FASE: Semana 6-7: Invitación y discernimiento
(15 y 22 de febrero de 2015)
El comité de dirección formado por el Pastor, recoge las formas y revisa los resultados con él. Cualquier
persona que tiene dos votos será considerada e incluida en la lista de nominados. Todos los incluidos en
la lista de nominados se informará de inmediato por su nominación, y él / ella puede aceptar o rechazar
el nombramiento. Todos los que aceptó la candidatura serán invitados a asistir a la asamblea parroquial.
Al lado de esto, las ayudas de discernimiento, se comunicará a los feligreses en la fabricación de un voto
informado de las últimas seis miembros (6) elegidos del Concilio. Esto incluirá información sobre las
experiencias y antecedentes de todos los candidatos. Un inserto que contiene información básica acerca
de los candidatos se facilitará en el Boletín.
D. CUARTA FASE: Semana 8: Asamblea Parroquial
(1 de marzo de 2015)
La Asamblea Parroquial se tiene una función doble: En primer lugar, será la sede y foro en el que todos
los que aceptó la candidatura, junto con todos los feligreses presentes, se le dará un diseño de la sesión
para explicar la función y el propósito de la Pastoral de la Parroquia Concilio; Y segundo, que es en esta
Asamblea Parroquial donde el acto de votación se llevará a cabo en la selección de las últimas seis
miembros (6) elegidos del Concilio.
E. QUINTA FASE: Semana 8: Rito de la puesta en
(8 de marzo de 2015)
La consagración de la puesta en servicio de los miembros del Concilio Pastoral Parroquial debe ser
realizada por el Pastor en la misa de domingo después de la Asamblea Parroquial. Esto también servirá
como la puesta en marcha de todos los demás miembros de organizaciones y ministerios parroquiales.
