Introduction Tropical forests provide us with foods, fibers and medicines; they filter water and control its flow. They also 'soak up' carbon dioxide from the air, mitigating climate change. The REDD+ programme (Reducing Emissions from Deforestation and forest Degradation) seeks to encourage sustainable forest management, thus maintaining ecosystem services, increasing resilience to climate change and conserving forest carbon stocks. To optimise carbon and non-carbon ecosystem services from tropical forests in the face of global change we must improve our understanding of the relationships between biodiversity and the socio-ecological processes through which we respond and adapt to change.ROBIN is an EU-funded project running for four years from November 2011. It will provide information for policy, together with resource use options, under scenarios of socioeconomic and climate change. Objective Quantify the role of biodiversity in terrestrial ecosystems in South and Mesoamerica in mitigating climate change. Quantify local and regional interactions between biodiversity, land use and climate change mitigation potential and the delivery of other key ecosystem services. Evaluate the socio-ecological consequences of changes in biodiversity and ecosystem services under climate change. Evaluate the effects of current climate change mitigation policies and actions on ecological and socio-economic conditions. Analyse the impacts of alternative land-use scenarios (and other mitigation options) aimed at maximising climate mitigation potential while minimising loss of biodiversity and ecosystem services and avoiding undesirable ecological and socio-economic effects. Provide guidance on land-use planning and other climate change mitigation options such as low carbon strategies and bio-fuel production. Approach Quantify interactions between terrestrial biodiversity, land use and climate change mitigation potential in tropical Latin America. 7 Project name (GA number): ROBIN 283093 D4.2.1 Website & Branding Develop scenarios for climate change mitigation options by evaluating their effectiveness, unintended effects on other ecosystem services and their socio-ecological consequences. Combine new technologies (including remote sensing) for biodiversity assessments in complex multi-functional landscapes, data-based analyses, integrated modelling and participatory-driven approaches at local and regional scales. Work at regional and landscape scales, using a gradient of field sites across Latin America Expected impact The main impact of the work will be improved outcomes from climate change mitigation strategies as well as biodiversity protection measures Guidance to natural resource managers in Latin America on how biodiversity and ecosystems can be used in climate change mitigation without creating new problems. Marielos Peña Claros WP 1.2 This WP will quantify local and regional interactions between biodiversity, land use options, and land use change in relation to climate change mitigation capacity. Quantification of past and current temporal changes will be covered in this WP. This WP will provide the underlying data and relationships for modeling future changes and for scenario testing. Michael Schmidt WP 2.1 This WP will develop an indicator framework that ensures a harmonized and consistent use of indicators across the three ROBIN research modules, for multi-scale integrated analyses of the impacts that land use change may have on the sustainability of social-ecological systems, particularly biodiversity, when considering climate change mitigation options. Marta Perez Soba WP 2.2 This WP will develop an integrated modelling framework for land use and vegetation change in the tropical ecosystems of Meso-and South America applicable to local as well as regional scales. It will provide consistently calculated variables describing vegetation status, water, ecosystem functioning for trade-off analysis of ecosystem services under future climate and land use changes. Kirsten Thonick WP 2.3 This WP will create a quantitative framework by which trade-offs between biodiversity, climate change mitigation, ecosystem services and human well-being can be evaluated at different spatial scales. These will be explored through the use of scenarios, and will take into account the potential for system thresholds. It will incorporate concepts of system resilience and tipping points, under future scenarios taking into account sources of uncertainty. Laurence Jones WP 3.1 This WP will identify the options for integrating biodiversity and ecosystems for mitigating climate change through participatory scenarios and to “optimize” land use for mitigating climate change across the regions. Consuelo Varela Ortega WP 3.2 This WP will develop a toolkit and its implementation for the integration of potential strategies into active management and policy processes considering different national and local context. It will undertake a 9 Project name (GA number): ROBIN 283093 D4.2.1 Website & Branding Societal Multi-Criteria Evaluation to address pressing social and environmental problems where “facts are uncertain, values in dispute, stakes high and decisions urgent.” Simron Jit Singh WP 4.1 This WP will (i) manage the project and coordinate the contributions of all participants to ensure progress in conformity with the agreed work plan; (ii) facilitate consultation with regional stakeholders; (iii) provide administrative support to project management and governance bodies; and (iv) liaise with the EC Terry Parr WP 4.2 The aim of this WP is to communicate with target audiences on the complex interactions between biodiversity management and ecosystem services. Increase awareness of the role of biodiversity in mitigating climate change and enroll stakeholder into the development of climate change mitigation options. Develop communication products for both key messages and target audiences. Miguel Equihua WP 4.3 The aim of this WP is to develop a simple but effective data management system to enable access to the complex and heterogeneous data that will be required to support the ROBIN research activities. To do this it will (i) collect ROBIN datasets with standardized metadata and formats based on established data models and spatial data infrastructures; (ii) provide and coordinate access to all relevant datasets used and produced in the project; and (iii) set up and maintain the ROBIN web-based access platform with 2 access nodes, one in Latin America and one in Europe building upon existing infrastructures. Introducción Los bosques tropicales nos proporcionan alimentos, fibras y medicinas. Estos ecosistemas tambien nos dan “servicios”, por ejemplo, al filtrar el agua y controlar las inundaciones. Lo mismo que cuando “absorven” el dióxido de carbono del aire y ayudan así a mitigar el cambio climático. El programa mundial REDD+ (siglas en ingles de reducción de emisiones por deforestación y degradación forestal) busca promover el aprovechamiento sustentable de los bosques, y de esa manera mantener los servicios del ecosistema que nos ayudan a soportar los efectos del cambio climático y también conservar importantes almacenes de carbono fuera de la atmósfera. Requerimos servicios del ecosistema relacionados con el carbono pero también muchos otros que no tienen que ver con él para enfrentar el cambio climático. Para encontrar las mejores combinaciones de usos de los ecosistemas en esta situación debemos mejorar lo que sabemos de la relación entre la biodiversidad y los procesos sociales y ecológicos que tienen que ver con lo que podemos hacer para responder y adaptarnos a los cambios que están ocurriendo. RoBiN es un proyecto financiado mayormente por la UE que se desarrollará durante cuatro años a partir de noviembre 2011. Producirá información para idear políticas así como los tomadores de decisiones así como sugerencias de opciones de uso de los recursos bajo escenarios de cambio socio-económico y de cambio climático. Objetivo Cuantificar el papel de la biodiversidad en ecosistemas terrestres de Sud y Mesoamérica en la mitigación del cambio climático. Cuantificar las interacciones locales y regionales entre biodiversidad, cambio en el uso del suelo y el potencial para mitigar el cambio climático así como el aprovisionamiento de otros servicios ambientales clave. Evaluar las consecuencias socio-ecológicas de cambios en biodiversidad y en los servicios de los ecosistemas bajo escenarios de cambio climático. Evaluar los efectos de las políticas actuales para la mitigación del cambio climático y acciones a poner en práctica sobre las condiciones ecológicas y socioeconómicas. Analizar los impactos de escenarios alternativos de uso del suelo (y otras opciones de mitigación) orientadas a maximizar el potencial de mitigación al mismo tiempo que se minimiza la pérdida de biodiversidad y de servicios de los ecosistemas y se evitan efectos ecológicos y socioeconómicos indeseables. 11 Project name (GA number): ROBIN 283093 D4.2.1 Website & Branding Proporcionar guía para la planeación del uso del suelo y otras opciones para la mitigación del cambio climático, tales como las estrategias bajas en carbono y la producción de biocombustibles. Combinación de nuevas tecnologías (incluyendo los avances en la percepción remota), para la evaluación del estado de la biodiversidad en unidades geográficas multifuncionales complejas, análisis basado en datos puntuales, modelación integrativa y enfoques participativos a escalas locales y regionales. Trabajo a escalas regional y de unidades de paisaje, mediante el uso de sitios de campo acomodados en gradientes a lo largo de América Latina. 10.- Impacto Esperado El mayor impacto del proyecto será mejorar los resultados de las estrategias para mitigar el cambio climático así como en las medidas para la protección de la biodiversidad. Ofrecerá guía a los responsables de la gestión de los recursos naturales en Latinoamérica acerca de como pueden usarse la biodiversidad y los ecosistemas para mitigar el cambio climático sin crear problemas colaterales. Es establecer la relación empirica entre biodiversidad y capacidad para mitigar el cambio climático que sea útil en la modelación integrativa y la puesta a prueba de escenarios. Marielos Peña Claros WP 1.2 Este paquete cuantificará las interacciones locales y regionals entre biodiversidad, opciones de uso del suelo y cambio en el uso del suelo en relación con la capacidad para mitigar el cambio climático. La cuantificación de cambios a lo largo del tiempo ocurridos en el pasado y actualmente se llevará a cabo en este paquete de trabajo. Este WP proveerá los datos y relaciones básicas para la modelación de cambios futuros y para la puesta a prueba de escenarios. Michael Schmidt WP 2.1 Este paquete desarrollará un marco conceptual de indicadores que asegure un uso consistente y harmónico de ellos en todos y cada uno de los tres módulos de investigación que comprende ROBIN, para el análisis multiescalar integrado de los impactos que el cambio en el uso del suelo puede tener sobre la sustentabilidad de los sistemas socio ambientales (particularmente en relación con la biodiversidad) cuando se consideren opciones de cambio climático. Marta Perez Soba WP 2.2 Este paquete de trabajo desarrollará un marco conceptual de modelación integrada para el cambio en el uso del suelo y la vegetación en ecosistemas tropicales de Meso y Sudamérica aplicable tanto a niveles locales como 13 Project name (GA number): ROBIN 283093 D4.2.1 Website & Branding regionales. Proporcionará variables consistentemente calculadas para describir el estado de la vegetación, del agua y del funcionamiento ecosistémico adecuadas para analizar compromisos entre servicios del ecosistema bajo escenarios futuros de cambio climático y de uso del suelo. Kirsten Thonicke WP 2.3 Este paquete creará una marco conceptual cuantitiativo mediante el cual los compromisos entre biodiversidad, mitigación del cambio climático, servicios del ecosistema y calidad de vida humana pueda ser evaluado a diferentes escalas espaciales. Estos compromisos serán explorados a través del uso de escenarios y tomarán en cuenta el potencial de humbrales del sistema. Incorporarán conceptos de aguante del sistema y puntos de quiebre, bajo escenarios futuros que toman en consideración las fuentes de incertidumbre que existen. Laurence Jones WP 3.1 Este paquete de trabajo identificará las opciones para integrar la biodiversidad y los ecosistemas para mitigar el cambio climático a través de escenarios participativos y para optimizar el uso del suelo para mitigar el cambio climático a lo largo de las regiones. Consuelo Varela Ortega WP 3.2 Este paquete desarrollará un juego de herramientas y medios de instrumentación para la integración de posibles estrategias de gestión activa y procesos de desarrollo de políticas que consideren los diferentes contextos nacionales y locales. Llevará a cabo una evaluación social multi criterio para enfrentar problemas sociales y ambientales urgentes para los cuales “los hechos son inciertos, valores están en disputa, las apuestas y las decisiones urgen”. Simron Jit Singh WP 4.1 Este paquete de trabajo (i) administrará el proyecto y coordinará la contribución de todos los participantes para asegurar el avance en concordancia con el plan de trabajo acordado; (ii) facilitará la consulta con las partes interesadas regionalmente; (iii) proveerá apoyo administrativo a la gestión del proyecto y a sus cuerpos directivos; (iv) mantendrá el vincula con la Comisión Europea Terry Parr WP 4.2 El propósito de este paquete de trabajo es mantener comunicación con las audiencias objetivo en relación con las complejas interacciones que existen entre la gestión de la biodiversidad y de los servicios del ecosistema. Desarrollará productos de comunicación tanto para transmitir mensajes clave como para impactar a las audiencias objetivo. Miguel Equihua WP 4.3 El objeto de este paquete es desarrollar un sistema simple pero efectivo para obtener acceso a los datos complejos y heterogéneos que serán requeridos para apoyar las actividades de investigación de ROBIN. Para hacer esto (i) recolectará los conjuntos de datos ROBIN con metadatos estandarizados y formatos basados en modelos de datos establecidos e infraestructura de datos espacializados; (ii) proveerá y coordinará el acceso a todos los conjuntos de datos relevantes que se usarán y producirán en el proyecto; y (iii) establecer y mantener el acceso a la plataforma ROBIN basada en “web” con dos nodos de acceso, uno en América Latina y otro en Europa aprovechando para ellos las infraestructuras existentes.
