TEACHING ON IMMIGRATION—PART 1
TRES PRINCIPIOS BÁSICOS DE LA ENSEÑANZA
SOCIAL CATÓLICA SOBRE INMIGRACIÓN
PARTE 1
Although Catholic theology has always promoted
human rights rooted in natural law and God’s revelation, it was
the encyclical Rerum Novarum (On the condition of labor) in
1891 that developed a systematic presentation of principals of
the rights and responsibilities of people. Rerum Novarum
commented on the situation of immigrants; in later documents,
popes and bishops’ conferences have synthesized the Catholic
theological tradition to articulate three basic principles on
immigration.
First Principle: People have the right to migrate to
sustain their lives and the lives of their families.
At the end of World War II, with the fall of the Nazi
empire and the subsequent creation of the Soviet “Iron
Curtain,” Europe faced an unprecedented migration of millions
of people seeking safety, food, and freedom. At that time, Pope
Pius XII wrote Exsul Familia (The emigre family), placing the
Church squarely on the side of those seeking a better life by
fleeing their homes.
When there is a massive movement of people such as
during a war, natural disaster, or famine, the lands that receive
these displaced people may be threatened. The influx may
make it impossible for the native population to live securely, as
the land may not have enough resources to support both. Even
in more orderly migrations, such as in the United States,
citizens and residents of the land may fear that newcomers will
take jobs, land, and resources, impoverishing the people
already present.
Because of the belief that newcomers compete for
scarce resources, immigrants and refugees are at times driven
away, resented, or despised. Nevertheless, the first principle of
Catholic social teaching regarding immigrants is that people
have the right to migrate to sustain their lives and the lives of
their families. This is based on biblical and ancient Christian
teaching that the goods of the earth belong to all people. While
the right to private property is defended in Catholic social
teaching, individuals do not have the right to use private
property without regard for the common good.
Every person has an equal right to receive from the
earth what is necessary for life—food, clothing, shelter.
Moreover, every person has the right to education, medical
care, religion, and the expression of one’s culture. In many
places people live in fear, danger, or dehumanizing poverty.
Clearly, it is not God’s will that some of his children live in
luxury while others have nothing. In Luke’s Gospel, the rich
man was condemned for living well while the poor man starved
at his doorstep (Lk 16:19-31).
The native does not have superior rights over the
immigrant. Before God all are equal; the earth was given by
God to all. When a person cannot achieve a meaningful life in
his or her own land, that person has the right to move.

Aunque la teología católica siempre ha promovido los
derechos humanos arraigados en la ley natural y la revelación
de Dios, fue la encíclica Rerum Novarum (Sobre la condición
del trabajo), en 1891, lo que desarrollo una presentación
sistemática de los principios, los derechos y las
responsabilidades de las personas. Rerum Novarum comentó
la situación de los inmigrantes; en documentos posteriores,
papas y conferencias episcopales han sinterizado la tradición
teológica católica en tres principios básicos sobre inmigración.
Primer Principio: La gente tiene derecho a migrar
para sustentar sus vidas y las vidas de sus familias.
Al final de la Segunda Guerra Mundial, con la caída
del imperio nazi y la posterior creación de la “Cortina de
Hierro” soviética, Europa enfrentó una migración sin
precedentes de millones de personas en busca de seguridad,
alimento y libertad. En ese momento, el Papa Pio XII escribió
Exsul Familia (La familia emigrada), colocando a la Iglesia de
lleno del lado de los que buscan una vida mejor huyendo de
sus hogares.
Cuando hay un movimiento masivo de personas,
como durante una guerra, desastres naturales o hambrunas,
las tierras que reciben a las personas desplazadas puede ser
amenazadas. La afluencia puede imposibilitar que la población
nativa viva con seguridad, y que la tierra de recursos
suficientes para sustentar a ambos. Incluso en las migraciones
más ordenadas, como en Estados Unidos, los ciudadanos y
residentes pueden temer que los recién llegados tomen
puestos de trabajo, tierra y recursos, empobreciendo a las
personas que estaban antes.
Debido a la creencia de que los recién llegados
compiten por recursos escasos, los inmigrantes y los
refugiados son a veces expulsados, resentidos o
despreciados. Sin embargo, el primer principio de la doctrina

Toda persona tiene el mismo derecho a recibir de la
tierra lo necesario para vivir—comida, ropa, refugio—.
Además, toda persona tiene derecho a educación, asistencia
médica, religión y la expresión de su cultura. En muchos
lugares la gente vive con miedo, peligro o pobreza
deshumanizante. Claramente, no es la voluntad de Dios que
algunos de sus hijos vivan en el lujo mientras otros no tienen
nada. En el Evangelio de Lucas, el hombre rico fue condenado
por vivir bien mientras el pobre moría de hambre en su puerta
(Lc 16:19-31).
El nativo no tiene derechos superiores sobre el
inmigrante. Ante Dios todos son iguales; la tierra fue dada por
Dios a todos. Cuando una persona no puede lograr una vida
plena en su propia tierra, esa persona tiene derecho a emigrar.

Youth Retreat at St. Paul’s Church
St. Paul’s Church in Wilmington, Delaware
invites all youth ages 13 to 18 to a Youth
Retreat on Saturday, October 10, 2015. The
Retreat will take place at St. Paul’s School Hall
from 9:00 AM to 5:00 PM. It will be a bi-lingual

We are pleased to announce that we will be
offering a Joven Leadership Development
Workshop on August 15 and 16 at Jesus House,
Wilmington. The workshop will train youth and
young adult leaders as well as adult moderators
(asesores) youth & young adult program
organization skills, leadership, and curriculums.
Materials presented come the “Prophets of Hope/
Profetas de Esperanza” program of the Instituto de
Fe y Vida, the top pastoral juvenil formation
program in the United States. Each Hispanic
Ministry parish can send four participants. Parishes
are asked to carefully discern participants to send:
those whom clearly demonstrate commitment,
maturity, stability, and faith. Please submit
registration by August 1.
