A MATTER OF GREAT MORAL URGENCY
UN ASUNTO DE GRAN URGENCIA MORAL
On Nov. 7, 2013, in a letter addressed to Speaker of
the House of Representatives John Boehner, Cardinal Timothy
Dolan of New York, president of the U. S. Conference of
Catholic Bishops (USCCB), called upon members of the House
to address immigration reform legislation “as soon as possible.”
Cardinal Dolan also wrote that reports on immigration reform
being delayed in the House are most troubling.
“As pastors, we witness each day the human
consequences of a broken immigration system. Families are
separated through deportation, migrant workers are exploited in
the workplace, and migrants die in the desert. In their attempts
to respond to these human tragedies, our priests, religious, and
social service providers in many cases are unable to help these
persons without changes to the law,” Cardinal Dolan stated.
He also wrote that keeping undocumented workers as
a permanent underclass is a stain on the soul of our nation. “As
amoral matter our nation cannot continue to receive the
benefits of the work and contributions of undocumented
immigrants without extending to them the protection of the law.
Studies have demonstrated that undocumented immigrants
contribute substantially to our nation’s economy, working in
industries such as service, construction, and agriculture.
Keeping these human beings a s a permanent underclass of
workers who are unable to assert their rights or enjoy the fruits
of their labor is a stain on the soul of the nation.”
In the past, the U.S. bishops have urged Congress to
pass in its final form immigration reform legislation that 1)
establishes a fair and achievable path to citizenship for the 11
million undocumented in the nation: 2) creates a program that
permits future flows of migrant workers to enter safely and
legally and with appropriate protections: 3) reaffirms family
reunification as the cornerstone of our nations’ immigrations
system and expedites the reunification of families; 4) restores
basic due process protections to immigrants, including
protections against unnecessary detention; 5) enhances
protections for refugees and asylum-seekers; and 6) examines
the root causes of migration, such as poverty and persecution,
and adopts policies that address these push factors.
Cardinal Dolan concluded that the House has a
responsibility to debate and attempt to resolve public policy
issues that challenge the nation. “The Senate already has
passed such a bill, which, although not perfect, improves upon
the status quo. Immigration is a challenge that has confounded
our nation for years, with little action from our federally elected
officials. It is a matter of great moral urgency that cannot wait
any longer for action. The U.S. Catholic bishops stand ready to
assist you in this effort.”
Newly elected USSCB president, Archbishop Joseph
E. Kurtz of Louisville, also stated that the bishops will continue
to respond to issues of immigration, defense of marriage, a
robust religious freedom, and protection of human life, as part
of the Church’s response to threats against human dignity in
society.

Cámara de Representantes John Boehmer, el cardinal Timothy Dolan

Católicos de Estados Unidos (USCCB), pidió a los miembros de la
Cámara que trataran la reforma de la legislación sobre inmigración,
“tan pronto como sea posible”. El cardenal Dolan también escribió que
el retraso de los informes sobre la reforma migratoria en la Cámara es
muy preocupante.
“Como pastores, todos los días somos testigos de las

En el pasado, los obispos de Estados Unidos han urgido al
Congreso a pasar de manera definitiva una reforma legislativa de
inmigración que: 1) establezca un justo y alcanzable camino a la
ciudadanía para los 11 millones de indocumentados en la nación; 2)
cree un programa que permita que las olas futuras de inmigración
entren con seguridad y legalmente y con las protecciones apropiadas;
3) reafirme la reunificación familiar como piedra angular del sistema
migratorio de nuestra nación y acelere la reunificación de las familias;
4) restaure los procesos adecuados de protección para inmigrantes,
incluyendo la protección contra detenciones innecesarias; 5) mejore a
las protecciones para refugiados y exiliados políticos; y 6) examine las
raíces de la migración, como son la pobreza y la persecución y adopte
medidas que respondan a esos factores de motivación.
El cardenal Dolan concluyó que la Cámara tiene la
responsabilidad de discutir y tratar de resolver temas de política
publica que desafían a la nación. “El Senado ya ha aprobado una
propuesta de ley que, aunque no sea perfecta, mejora la situación. La

Parish Meeting to Elect New Parish Trustees
St. Paul’s will have an open meeting on Monday,
February 24th at 7:00 pm in the Rector y to elect
two Parish Trustees. All parishioners 18 and older
are invited to the meeting. All active parishioners
(25 years or older) are eligible to be elected Parish
Trustees.
What is a Parish Trustee?
Every Parish of the Diocese of Wilmington is
incorporated according to the incorporation laws of
the State (Delaware or Maryland) as a non-profit,
religious corporation.
In the Diocese of
Wilmington the directors of the parish corporation
are the five trustees who act on behalf of the civil
parish corporation. The Bishop of the Diocese, the
Chancellor, and the Pastor of the Parish are exofficio members of the corporation. Two lay
trustees are to be elected each year as members of
the parish corporation.
What is the Role of the Trustees?
Lay Trustees assist the pastor in his oversight of
parish management and review all major decisions
about the funds and property of the parish. Their
consultation is required for: (a) the acquisition,
lease, and sale of real estate and other major assets;
(b) execution of contracts involving major financial
commitment; (c) borrowing money and incurring
financial liability. The Trustees are also kept
informed of the financial and legal status of the
parish. Generally, the trustees do not have regular
meetings but are convened by the pastor as
circumstances require (minimally once a year in
January). It is not the role of the trustees to be
involved in the ordinary day to day business
administration of the parish. The pastor, authorized
by canon law, is to conduct the day to day temporal
business affairs of the parish in consultation and
with the advice of the Parish Council, and in
particular with the Parish Finance Council.

Síndicos Parroquiales (Trustees)
San Pablo tendrá una reunión abierta el lunes, 24 de
febrero a las 7:00 pm en la Rector ía par a elegir a dos
Síndicos Parroquiales. Todos los feligreses de 18 años y
mayor están invitados a la reunión. Todos los feligreses
activos (25 años y mayor) están elegibles a ser elegidos
como Síndicos Parroquiales.
¿Qué es Síndico Parroquial?
Todas las parroquias de la Diócesis de Wilmington están
incorporadas de acuerdo a las leyes de la incorporación
del Estado (Delaware o Maryland) como una
organización sin fines de lucro, corporación religiosa.
En la Diócesis de Wilmington los directores de la
corporación parroquial son los cinco síndicos que actúan
en nombre de la corporación civil parroquial. El Obispo
de la Diócesis, el Canciller, y el Párroco de la Parroquia
son miembros ex-oficio de la corporación. Dos síndicos
laicos están elegidos cada año como miembros de la
corporación parroquial.

Los Síndicos Laicos ayudan al párroco en su
administración de la parroquia y revisan todas las

bienes importantes, (b) la ejecución de contratos con
compromiso financiero importante, (c) el préstamo de
dinero y cuando la parroquia incurre una obligación
financiera. Los Síndicos también están informados de la
situación financiera y legal de la parroquia. En general,
los síndicos no tienen reuniones regulares, pero están
convocados por el párroco, según las circunstancias (por
lo menos una vez al año, en enero). No es el papel de
los síndicos a participar en la administración diaria y
ordinaria de la parroquia. El párroco, autorizado por la
ley canónica, es quien dirija los asuntos temporales de la
parroquia, en consulta y con el consejo del Consejo
Parroquial y en particular con el Consejo de Finanzas
de la Parroquia.
